Priority Areas for the Eleventh Plan

The Children’ s statement from the UN Special Session on Children 2002, reads as
follows:-
“We want a World fit for children, because a World fit for us is a World
fit for everyone”. These children came from over 150 Countries. Most
of them were in their teens though some were as young as ten.
The child is internationally defined as any person aged up to 18
years. In India, official convention  has appeared to limit the definition
to any person up to the age of 14 years (below 15 years). However,
with the adoption of the Juvenile Justice Act (1986, amended in
2000), The National Plan of Action for Children 2005, and the
Commissions for the Protection of Children’s Rights Act 2005, the
Govt. of India has recognized that childhood legally extends to the age
of 18 years. This is a positive move as it extends the State’s Protection
Responsibilities to a large number of young people.Over 42% of our population
today is below 18, or are children.
The Constitution of India accords hem special status and recognizes
the need for provisions and protections to secure and safeguard
their entitlements.
